Nakheel and Dubai Holding in 2026: Palm Jebel Ali reaches handover

Twenty years after the first palm island, the second one stopped being a rendering. Handovers began in 2026 on the back of AED 8.5 billion of villa and infrastructure contracts — and the developer behind it now also owns the largest stake in Emaar.

Nakheel is the only developer in the region that sells a geography it created. Palm Jumeirah did not exist in 2000; by 2026 it is the address the entire Dubai prime market is benchmarked against. The question investors have been asking for a decade is whether the company could repeat it. In 2026, the answer moved from argument to evidence.

Has Palm Jebel Ali actually started handing over?

Yes. In a statement dated 16 June 2026, Nakheel said handovers would begin later in the year, with the first residential properties due by year-end. It also made clear the island will not open on a single date — further milestones will be announced as each phase is approved and ready, which is a materially more honest framing than a launch countdown.

723 Beach and Coral Collection villas are planned across Fronds K to P. Work is advancing on infrastructure, utilities and access roads, alongside the Palm Central Private Residences and the Palm Jebel Ali Friday Mosque designed by Skidmore, Owings & Merrill. The Beach and Coral villas were worked on by NAGA, LOCI, WATG, LW Design, SAOTA and Whitespace.

Khalid Al Malik, chief executive of Dubai Holding Real Estate, said the project had “moved well beyond vision and into active delivery mode,” and that the priority was quality, infrastructure readiness and long-term value rather than speed.

What else is Nakheel delivering?

Beyond the Palm, Nakheel began the handover of 892 homes at Jebel Ali Village — a smaller, quieter programme that matters because it is the kind of delivery that builds a record. Its existing communities span Palm Jumeirah, The World, Dubai Islands, Jumeirah Village Circle and Triangle, Discovery Gardens, Al Furjan, International City and Jumeirah Park.

That back catalogue is unusually useful to a buyer, because it is old enough to read. You can look up fifteen years of recorded resale prices and service charges in Nakheel communities and see exactly how the stock has aged. Very few Dubai developers offer that length of evidence.

How does Dubai Holding change the picture?

Nakheel sits inside Dubai Holding Real Estate, alongside Meraas — which built City Walk, Bluewaters and La Mer — and Dubai Properties, behind Jumeirah Beach Residence and Business Bay stock. Dubai Holding manages a portfolio it puts at around AED 500 billion across more than 30 countries.

In 2026 the group went further, buying 22.27 per cent of Emaar from the Investment Corporation of Dubai to reach 29.73 per cent and become Emaar’s largest shareholder. Between Nakheel, Meraas, Dubai Properties and that Emaar stake, a very large share of Dubai’s residential supply now answers to one group.

Concentration cuts both ways: fewer, stronger balance sheets behind the city’s pipeline, and less independent competitive pressure on price.

What should an investor check on a Nakheel purchase?

  1. Which frond, and which side of it. On a palm island, beach orientation and frond position drive value more than built-up area does. Two villas of identical size are not the same asset.
  2. Beach access rights in the title and the community rules. They differ sharply between villas, apartment buildings and the Crescent on Palm Jumeirah.
  3. Service charges. Island communities sit at the top of the Dubai range. Get the Mollak figure for the specific building or cluster. What drives them.
  4. Infrastructure timing on Palm Jebel Ali. Nakheel has been explicit that phases open as they are ready. Early owners live on a working site for a period; price that in.
  5. The escrow account, verified against the project registration on the Dubai REST app before any payment.

The case for Nakheel is scarcity you can point at: a fixed number of beachfront plots on a shape that cannot be extended. The case against is that island living carries island running costs, and the second palm will take years to mature into the first one. See how it compares.
